2016 - Strategic Community Plan has no performance measures

In May 2016, the BRG responded to Cockburn's requests for comment on its Strategic Community Plan. We said this:

Disappointing, unimaginative, and unmeasurable can only describe the City’s draft Strategic Community Plan.

 Cockburn wishes to be the most attractive place to live, work, visit and invest in in the Perth metropolitan area but the draft Plan provides no road map as to how this vision will be achieved.

 The Strategic Community Plan sets the direction for Cockburn over the next 10 years. It drives all of the other plans. If the City does not get this Plan right, then by 2026 we will be living in a city that no-one wants or expected. This would be a poor legacy to leave our successor residents.

 The Strategic Community Plan should set high level strategies that will implement to City’s vision. It should be clear how each of them contributes to that vision. There should be real targets at the top level that quantify the vision but the current draft Plan has none.

 The high level strategies and targets can then be cascaded down through all subsidiary strategies, so that everyone can see how each intermediate and bottom level strategy contributes to the overall vision.
